Oral Medical Consumables Follow-up Centralized Procurement Launched: Expected to Be Completed by Year-End

[SOURCE] DentalGoodNews｜On September 28, 2026, the follow-up centralized procurement of oral medical consumables, led by the Sichuan Provincial Healthcare Security Administration with the joint participation of alliance provinces, was officially launched in Ziyang, Sichuan. This procurement covers two categories of consumables: Dental Implant Systems and Orthodontic Brackets. It aims to further consolidate reform achievements through innovative working mechanisms after the expiration of the first-round agreement, and all procurement work is expected to be completed before the end of 2026.

Compared with the first round of VBP, this round of follow-up centralized procurement focuses on implementing the "four optimizations":

First, optimizing the procurement varieties. On the original basis, Dental Implants made of new materials such as titanium-zirconium alloy, which are relatively mature in clinical use, as well as multi-tooth implant abutments with greater clinical demand, have been included in the procurement scope.

Second, optimizing the bidding strategy. The original bidding model has been changed to a public inquiry model, guiding enterprises to make reasonable quotations through multi-dimensional price comparison, effectively preventing bid rigging and curbing industry "involution."

Third, optimizing the volume allocation rules. Adhering to tiered volume allocation and exchanging volume for price, so that products with good quality and reasonable prices can obtain more agreed procurement volumes.

Fourth, optimizing supporting services. Through the Sichuan procurement platform, services such as online volume reporting and volume allocation for the two categories of consumables are uniformly provided to improve procurement efficiency.

According to previous reports by DGN, after the first round of Dental Implant VBP was implemented, through Dental Crown bidding and online listing as well as full-process regulation of medical services, the average price of a single Dental Implant Treatment has dropped from 15,000 yuan to 6,000-7,000 yuan. The market participation in this follow-up centralized procurement has increased significantly: the total number of applying enterprises increased from 53 to 101 (a growth of 91%), Medical Device Registration Certificates increased from 269 to 660 (a growth of 145%), and the number of product components increased from 391 to 1,008 (a growth of 158%).

In addition, the National Inter-Provincial Alliance Joint Procurement Office recently publicly solicited oral specialty medical institutions to join and jointly participate in the research of procurement rules and monitoring of implementation effects. Currently, Sichuan University West China Hospital of Stomatology, Sichuan Oral Hospital, and other institutions have participated in related work as member units of the Joint Procurement Office.
