美国卫生部拟推动全国停用饮用水氟化物

据美联社报道，美国卫生与公共服务部（HHS）部长罗伯特·F·肯尼迪（Robert F. Kennedy Jr.）和美国环境保护署署长李·泽尔丁（Lee Zeldin）近日在犹他州盐湖城就饮用水添加氟化物议题举行新闻发布会。

肯尼迪在会上表示，将指示美国疾病控制和预防中心（CDC）停止在全美范围内推荐公共饮用水添加氟化物的做法，正组建专家组研究这一问题并提出新建议。同日，美国环境保护署（EPA）宣布将重新评估饮用水中氟化物的潜在健康风险。

根据报道，虽然肯尼迪无权强制各社区停止氟化，但他可以指示CDC停止推荐氟化，并与EPA合作修改允许的氟化物含量标准。目前，全美约有17,000个社区供水系统（占总数51,000个的三分之一）采用氟化处理。

EPA署长李·泽尔丁表示，该机构将对饮用水中氟化物的潜在健康风险进行深入审查。这一评估将为未来《安全饮用水法案》下的氟化物标准决策提供科学依据。目前，EPA规定的公共供水系统氟化物最高含量限值为每升4.0毫克。

CDC数据显示，全美约三分之二人口饮用加氟水，其推荐剂量为0.7毫克/升。2024年8月，美国国家毒理学计划（NTP）发布报告称，饮用氟化物浓度超过1.5毫克/升（约为CDC推荐值的两倍）的饮用水与儿童智商下降存在“中等程度关联”，但强调需更多研究验证低浓度风险。EPA表示将重点审查该报告及其他同行评审研究，以更新健康风险评估。

美国牙科协会（ADA）主席布雷特·凯斯勒（Brett Kessler）批评肯尼迪“传播误导性言论并质疑经过同行评审的研究”，称此举“损害公共卫生”。犹他州口腔健康联盟主席洛娜·科奇（Lorna Koci）指责禁令背后存在政治动机：“这与其说是关于氟化物，不如说是关于权力。”
